The Real Estate Board invites applications from suitably qualified individuals to fill the following post that is to be assigned to the upcoming Real Estate Authority of Jamaica (REAJ):

Senior Inspector, Anti-Money Laundering (AML) (Level 9)

Salary Range: $5,597,715 to $7,528,304 per annum

Job Summary

Under the direct supervision of the Director, Real Estate Dealers & Developers Inspectorate, the incumbent contributes to the regulation and monitoring of the operations of real estate dealers, developers, and salesmen across Jamaica in accordance with relevant GoJ policies and real estate legislations, specifically the Anti-Money Laundering (AML) Act and the Proceeds of Crime (POCA) Act.

The Senior Inspector AML leads the inspections of dealers and development sites to observe and report on their progress and proposes information for decision-making.

Key Responsibility Areas:

  • Leads and monitors case allocation to direct reports, taking ownership for their progression through to conclusion, and following up to ensure that prompt action and decisions have been taken.
  • Assists with the processing of applications from real estate dealers, salesmen, developers and other stakeholders for a suite of services provided in relation to the relevant legislations.
  • Examines and monitors the operations of real estate dealers, developers and salesmen to ensure they are complying with the provisions of the POCA and Terrorism Prevention Acts, and are carrying out required due diligence checks in relation to their customers and employees by:

-Visiting work sites/offices to ensure that required records are being maintained.

-Communicating any adverse findings and following up to ensure their correction.

-Preparing written reports on each inspection visit.

-Updating monitoring and vetting the portal where Real Estate Dealers & Salesmen and any other practitioners prescribed under the REDDA or any other legislation re required to be registered in relation to POCA, & TPA or any other such international requirements similar in nature.

-Recommending, to the Director, action to be taken in regard to cases of persistent non-compliance.

  • Assists in formulating guidelines and procedures as it relates to POCA & AML requirements for designated real estate professionals.
  • Proposes the revision of real estate sector legislations, policies, regulations and standards based on monitoring and evaluation findings.
  • Vets reports produced by the AML Inspector in relation to investigations, regular monitoring routine and special investigations.
  • Prepares briefs to the Financial Investigation Division (FID) and senior staff for legal actions when required and represents the REAJ at legal proceedings including tribunal and Court hearings.
  • Assists with the monitoring of dealers, developers and salesmen to ensure compliance with the Real Estate (Dealers & Developers) Act.
  • Conducts complex and sensitive investigations as assigned by the Director.
  • Responds to queries and information requests from industry personnel and members of the public.
  • Receives, investigates and resolves complaints from dealers, developers, salesmen, members of the public or other parties as provided for under the relevant Acts.
  • Receives information on or identifies critical issues or breaches that will impact industry practitioners and the public at large and follows-up with a written report.
  • Promotes the Authority’s policies by making presentations at seminars, discussions and other fora to industry personnel, staff of the REAJ and the public.
  • Keeps abreast of legislative and other changes in the international and local environments and initiates preemptive actions by the Section.

Management/Administrative Responsibilities

  • Contributes to the development of the Division’s Annual Budget and Operational Plan.
  • Develops and implements operational strategies and a detailed plan for the monitoring and assessment of the operations of real estate salesmen, dealers and developers vis-à-vis the relevant Acts.
  • Develops and implements individual work plans based on alignment to the REAJ’s overall plan.
  • Prepares annual, quarterly, monthly and special reports on activities as required.
  • Represents the Department at various meetings and fora as required.

Human Resource Responsibilities

  • Provides leadership and guidance to direct reports through effective planning, delegation, communication, training, mentoring and coaching.
  • Monitors the performance of direct reports, and facilitates the timely and accurate preparation of the staff annual performance appraisals and other periodic reviews.
  • Participates in the recruitment of staff for the Department and recommends promotion, termination and leave in accordance with established human resource policies and procedures.
  • Identifies skills/competencies gaps and contributes to the development and succession planning for the branch to ensure adequate staff capacity.
  • Facilitates the welfare and development of staff in the Branch.
  • Establishes and maintains a system that fosters a culture of teamwork, employee empowerment and commitment to the Department’s and the Authority’s goals.
  • Prepares and conducts presentations on the role of the Section for the Orientation Programme

Performance Standards:

  • Applications for the provision of services in relation to the relevant legislations received and processed in accordance to established standards.
  • Examination, monitoring and reporting of the operations of dealers, salesmen and developers are completed in accordance with established standards.
  • Proposed changes to real estate sector legislations, policies, regulations and standards are sound.
  • Briefs are prepared in the required format and are valuable tools in the conduct/settlement of hearings.
  • Investigations are thorough and complete and accords to established standards and protocols.
  • Queries and information requests are handled in a timely and courteous manner and adhere to established standards and guidelines.
  • Plans and budgetary contributions are provided within agreed timeframe.
  • Operational strategies and plans for monitoring/assessment of real estate salesmen, dealers and developers are in place and adhered to.
  • Reports are accurate and in keeping with guidelines and the agreed timeframe.
  • Work plans conform to established procedures and are implemented according to established rules
  • Staff performance appraisals are completed within the allotted timeframe and in accordance with performance management principles.
  • Confidentiality, integrity and professionalism displayed in the delivery of duties and interaction with staff and other stakeholder.


  • Conduct searches and seize documents relevant to any investigation being pursued.
  • Share information in accordance with POCA as it pertains to any examination conducted by the REA with other competent authority or supervisory authority i.e. Financial Investigation Division (FID), Ministry of Finance and Planning and the Caribbean Financial Action Task Force (CFATF)
  • Recommend new policy initiatives with respect to monitoring/regulation of dealers, developers and salesmen.
  • Recommend appropriate responses to internal and external requests for records/information from dealers, developers and salesmen.
  • Recommend staff appointments, promotions and general welfare issues.
  • Recommend staff to attend meetings, workshops, conferences, locally and internationally with performance management principles.

Required Qualifications and Experience

  • First degree in Land Economy, Valuation Surveying (Estate Management) or equivalent qualification.
  • Anti Money Laundering (AML) or Counter Financing of Terrorism (CFT) certification.
  • Training in paralegal studies and supervisory management.
  • Five (5) years progressive experience in the Regulatory Sector or in the armed forces at the level of an officer.


  • An equivalent combination of qualifications & experience.
